How we calculate Montenegrin net pay

The calculator applies the Personal Income Tax Act, the Act on Contributions for Mandatory Social Insurance, the Labour Fund Act, the Ministry of Finance instruction on calculating tax and contributions on employment income, and municipal surtax decisions, as published in the Official Gazette of Montenegro — see data sources.

Contributions

Since 1 October 2024 the employee pays 10% for pension and disability insurance and the employer 0%. Each pays 0.5% for unemployment insurance, and the employer another 0.2% to the Labour Fund. The health insurance contribution was abolished in 2022. Contributions are paid on the full salary during the year; if annual pay exceeds the highest annual base (€75,453 for 2025), the pension contribution above it is refunded on request after the year.

Tax on employment income

Tax is charged on gross pay. There is no tax up to €700 a month, 9% on the part from €700.01 to €1,000 and 15% above €1,000 — that is €27 at €1,000, and €27 plus 15% of the excess above it.

Municipal surtax

The municipality of residence charges a surtax as a percentage of income tax. The calculator holds the rates from the current decisions of 22 municipalities: 15% in Podgorica and Cetinje, 10% in Budva and 13% in the others. For Bijelo Polje, Herceg Novi and Tivat the current decisions date from 2003 and 2004 and are not in the Gazette's electronic register, so you choose the rate for these and any other municipality yourself.

Employer cost

Employer cost is gross pay plus the unemployment and Labour Fund contributions. The Chamber of Commerce membership fee (0.27% of gross pay) is shown for information only.
