How we calculate Albanian net pay

The calculator applies Income Tax Act 29/2023 and General Instruction 26/2023, Council of Ministers Decision 77/2015 on contributions and Social Insurance Act 7703, with the minimum and maximum wage announced by the Tax Administration — see data sources.

Contributions

The employee pays 9.5% for social insurance and 1.7% for health care insurance; the employer pays 15% and 1.7%. Social insurance is charged on gross pay, but on no less than the minimum wage and no more than the maximum wage: ALL 50,000 and ALL 186,416 in 2026, ALL 40,000 and ALL 176,416 in 2025. The maximum wage rises at the same time and by the same measure as the minimum wage (Act 7703, art. 10). Health insurance is charged on gross pay, on no less than the minimum wage and with no ceiling. These rates apply to contracts of more than 87 working hours a month.

Personal income tax

The tax base is gross pay less the monthly deduction of article 22: ALL 50,000 when pay is up to ALL 50,000, ALL 35,000 up to ALL 60,000 and ALL 30,000 above that. Contributions are not deducted from the base. The part of the base up to ALL 170,000 a month (ALL 2,040,000 a year) is taxed at 13% and the part above it at 23%. The monthly deduction applies only with the employer that holds the personal status declaration; a second employer taxes the whole salary. Because of the article 22 thresholds, pay just above ALL 50,000 bears more tax than pay of exactly ALL 50,000.

Employer cost

Total cost is gross pay plus 15% for social insurance, within the same limits, and 1.7% for health insurance.
